10-07.2 Non-Motorized Vehicles on Campus

Policy Statement:

1. Valencia College recognizes the value of bicycles, skateboards, in-line skates, scooters, roller blades and encourages non-motorized methods of travel as non-polluting forms of transportation and healthful recreation.

    

2. Non-motorized methods of travel (bicycles, skateboards, in-line skates, scooters, roller blades and any other means of wheeled travel) are allowed to be utilized outdoors on any campus or at any other facility operated by the College unless otherwise posted.

Procedures:

Non-motorized methods of travel include but are not limited to: bicycles, skateboards, in- line skates, scooters, roller blades and any other means of wheeled travel and foot travel.

1. Multi-Use Pathways and Sidewalks:

   Bicycles, skateboards, in-line skates, scooters, roller blades and any other means of wheeled travel are allowed to be operated on multi-use pathways and campus sidewalks in a courteous, responsible and safe manner. (Sidewalks are designated for pedestrian travel and these pedestrians and disabled persons have absolute right of way in all situations.)

    

2. Parking Lots, Access and Perimeter Roadways:

    

   1. Bicycles are regulated and defined by Florida statute and as such are allowed to be operated similarly to vehicles having access to parking lots and are expected to follow all rules of the road. Upon arrival at campus, bicycles shall be safely ridden from the parking lot areas to designated bicycle storage racks.

       

   2. Skateboards, in-line skates, scooters, roller blades and any other means of wheeled travel are allowed to be operated in campus parking lots in a courteous, responsible and safe manner using extreme caution for pedestrians, especially disabled persons, and all property.

       

   3. In accordance with Section 316.2065(11), F.S., with the exception of bicycles, no skateboards, in- line skates, scooters, roller blades and any other means of wheeled travel may go upon any roadway except while crossing a street in a crosswalk and are thereby prohibited from being operated on campus roadways.

       

   4. Bicycles, skateboards, in-line skates, scooters, rollerblades and any other means of wheeled travel are prohibited from being used inside any building except for mobile assist devices for disabled persons.

       

3. Individuals involved in a non-motorized vehicle accident on campus should report the incident in accordance with College Policy 6Hx28: 10-01 Reporting Incidents or Injuries.

    

4. Whenever an unclaimed non-motorized vehicle is found on College property, Safety and Security Services is responsible for documenting the unclaimed item, labeling the item, recording the unclaimed item in the Property Book, storing the unclaimed item in a secure location, and (if applicable) disposing of such property in compliance with 705.18, F.S., and in accordance with Safety and Security Services protocols.

5. Students violating any portion(s) of this policy and procedure will be reported to the Dean of Counseling, Advising & Holistic Student Support or designee responsible for reviewing and taking action as appropriate for Student Code of Conduct violations.
