- Valencia College, constituted as political subdivision of the State of Florida, is governed by the District Board of Trustees, pursuant to ss. 8(b) and (c), Art. IX of the State Constitution, and no department, bureau, division, agency, or subdivision of the state shall exercise any responsibility and authority to govern or operate it. The service district of the District Board of Trustees of Valencia College encompasses Orange and Osceola Counties, Florida.
- The powers and duties of the District Board of Trustees are set forth in the laws of the State of Florida. The District Board of Trustees is vested by ss. 8(b) and (c), Art. IX of the State Constitution with the responsibility to govern Valencia College and with such necessary authority as is needed for the proper operation and improvement thereof, in accordance with applicable laws and rules of the State Board of Education.
- The District Board of Trustees is specifically authorized by Florida law to adopt rules, procedures, and policies, consistent with law and rules of the State Board of Education, related to its mission and responsibilities as set forth in law, its governance, human resources, budget and finance, administration, programs, curriculum and instruction, buildings and grounds, travel and purchasing, technology, students, contracts and grants, or college property. These may supplement those rules prescribed by the State Board of Education if they contribute to the more orderly and efficient operation of the College or the Florida College System.
- The District Board of Trustees is also directed by statute to carry out its powers and duties through the employment of a President and other necessary officers and employees of the college. In carrying out their statutory responsibilities, members of the District Board of Trustees may exercise official authority when the District Board of Trustees is in session.
- The governing policies of The District Board of Trustees govern the organization and conduct of its activities. The District Board of Trustees requires of its members compliance with all governing policies at all times.
